History

The District is a governmental agency and a political subdivision of the State of Texas, created on March 30, 1977, by order of the Texas Water Rights Commission, predecessor to the Texas Commission on Environmental Quality (the “TCEQ”). The District operates as a municipal utility district pursuant to Chapters 49 and 54, Texas Water Code, as amended, and other general statues applicable to municipal utility districts. The District lies wholly within Harris County, Texas and the extraterritorial jurisdiction of the City of Houston, Texas (the “City”). The District contains approximately 1,163 acres and is located approximately 25 miles northwest of the central business district of the City and 2 miles northeast of Cypress, Texas.

As of January 1, 2018, the District contained approximately 2,195 completed single-family homes (2,185 are occupied), 0 homes under construction, 0 vacant developed lots, approximately 36 commercial retail establishments, and a 318 unit multi-family project. The District annexed approximately 91 acres in August 2010, that includes a 669,101 square foot office and light industrial plant building that is presently owned by Sysco Corporation, Inc. Additionally, commercial building development in the District includes a 91,549 sq. ft. fitness center and two assisted living facilities.
